Abstract

TIAX will develop a set of fingerprint treatments (including either chemical or instrumental methods, or a combination of both) that allows accurate collection of latent print images from any of the three main classes of surface (porous, nonporous, and adhesive) without compromising subsequent profiling of DNA that may be present in the print. Treatments identified will be developed into prototype products, validated, and applied to real case work in collaboration with DHS-CBP. Our methodology includes use of a statistically rigorous dose-response method to support claims of non-interference with DNA profiling, as well as an experiment-based rational design process to identify suitable or optimal product formulations and instrument configurations. Independent validation of products and methods will be accomplished through partnership with a DHS laboratory.

Abstract

Purpose of Work The proposed work will provide Government with a production-ready design for a small, low-cost, tamper-resistant Disposable Electronic Bolt Seal (DEBS), which can electronically secure containers throughout the entire supply chain. DEBS will wirelessly report open, close, and tamper events, allowing Government to more efficiently target and inspect containers, improve security, and optimize the use of Government personnel and resources. DEBS incorporates advanced security measures, among them continuous sensing, tamper-resistance and authentication, that will prevent the physical attacks and counterfeiting of seals that plague users of disposable bolt seals today. DEBS will operate like an ISO-17712 market-standard disposable bolt seal, and its $15 retail price, simple operation, and maintenance-free design will facilitate large-scale adoption across all container shipments without increasing workload or impacting the flow of goods. Findings or Results Phase II builds on the progress made during Phase I and will produce final DEBS prototypes for testing and approval by DHS. These prototypes will incorporate all of the features required in a commercial DEBS device. The proposed work culminates in a technical report that will include all of the design and production files needed for large-scale manufacturing of DEBS. Potential Commercial Applications The global market for DEBS is +100 million seals per year. DEBS can be immediately deployed across market segments such as in-bond cargo, transit cargo, maritime cargo, CSI ports, and others that can benefit from tamper-proof intelligent seals. Its low-price and simple yet effective operation will help drive DEBS penetration into other container markets worldwide.

Abstract

TDoS is a form of DoS that affects government, enterprise, and small business voice systems. It is the most significant threat to voice systems and by far the most likely form of voice-based DoS. TDoS attackers use SIP, free IP-PBXs, call generators, and spoofed calling numbers to cheaply and anonymously flood their victims with calls. The attackers have the advantage, because attacks are easy to generate, victims often have a small number of critical phones and attendants that are easily overwhelmed, and have little capability to mitigate the attacks. The state of the art in mitigation is largely static black and white lists in PBXs, SBCs, and service provider networks. Plus, by spending just a little more effort, attackers can make their attacks much more complex and difficult to mitigate. Soon the ability to generate very large distributed TDoS attacks will also be possible, increasing the list of potential victims. The proposed project will define a defense and robust prototype for these types of attacks. A robust defense approach consisting of 5 levels of filters, which inspect the calling number, SIP signaling, use network probes for some calls, and using Turing Tests and content analysis for other calls, all configured with flexible policies and business rules, will be defined. A robust prototype implementing the most promising countermeasures will be built upon the commercial PolicyGuru solution. This will provide a foundation for this Phase II effort and rapid transition to a commercial product.

Abstract

The purpose of this Phase II SBIR project is to improve technical capabilities and develop commercial products that record spoken conversations in a privacy-protecting manner. The primary aim is to support the homeland security mission with solutions that enable more effective law enforcement while simultaneously protecting the privacy and civil liberties of individuals. A secondary aim is to pursue commercialization in the private sector, specifically in the context of Remeeting: a voice recorder that enables searchable conversations, to improve the effectiveness of recalling and sharing information from interviews and meetings. The proposed work builds upon Phase I results exploring audio signal representations that retain only speaker identity or message content, such that enabling automatic speaker identification or speech recognition is mutually exclusive. This capability is useful, for example, because it can minimize an individual's exposure to potential loss of privacy by protecting either their identity or the communicated message. Phase II will further apply automatic keyword spotting and automatic speaker identification to diverse use cases within the homeland security mission, such as audio from body-worn cameras and facilitating compliance with statutory requirements for electronic surveillance. Such capabilities could be used to trigger audio recording only upon detecting a configurable set of relevant words or speakers, with adjustable sensitivity controls. Additional applications include smart meeting room microphones that can be configured to record in certain contexts, as well as ad-hoc microphone arrays using nearby mobile devices.

Abstract

As technology advances, First Responders are presented with a growing suite of increasingly sophisticated sensors and communication tools that provide vital, up-to-the-minute situational awareness information about their surroundings, location and status of nearby First Responders, and personal well-being. For example, programs such as the Department of Homeland Security (DHS) Apex Next Generation First Responder (NGFR) program are redefining the technical toolset available to First Responders. Additionally, an array of communication systems and devices is presented to the First Responder. These devices include short-range voice radios, smartphones with broadband network access, sophisticated multi-band voice and data radios, and everything in between. However, the number of available communication devices, their potential incompatibility between groups and jurisdictions of First Responders, and the ever increasing amount of low-level data to process can distract, frustrate, and overwhelm the First Responder. A need exists for an intelligent communications interface that interconnects the variety of sensors and electronics worn or carried by a Next Generation First Responder with multiple communication systems. This device would be a communications hub - a central device that efficiently, securely, and resiliently routes incoming and outgoing information to the chosen destination using the best available communication medium. A communications hub would improve efficiency and effectiveness of information transmission while removing the burden of constantly communicating low-level but critical data, thus allowing First Responders to focus on the task at hand.

Abstract

Today, many canine teams are dispatched in tactical operations that typically involve critical activities such as narcotics/explosives detection, suspect pursuit/apprehension, etc. A canine-mounted tracking and video/audio streaming capability is highly valuable in such cases as it can provide the canine handler and remote observers with precise and up-to-date situational awareness of ongoing events. The current price point of COTS products for such application is, however, still too high for every K9 unit in the country to afford them, and they do not yet fully satisfy typical canine team's needs. To overcome such technical challenges, IAI has previously proposed CAMEL (Canine Mounted Encompassing Locator), a low-cost, rugged, and all-weather wireless video/audio and location streaming system to be carried by a canine during the operations for providing the canine handler and remote observers with real-time tactical situational awareness as well evidence recording capability. The key innovation in the proposed effort is CAMEL-2, the second generation of the CAMEL concept prototypes that is fully operational in relevant environments. The expected contribution of CAMEL-2 to the tactical canine industry is: 1) A robust canine positioning and tracking capability; 2) An effective situational awareness capability; and 3) A reliable evidence recording and archiving capability.
