A recent U.S. Government Accountability Office report noted that that less than 1 percent of the 4,000-mile long border between the United States and Canada is under the operational control of U.S. Border Patrol. The large scale, and environmental conditions of the Northern Border pose specific technical challenges to securing the border. In this proposal, we detail a novel mesh networked RF sensor, ARGUS-HS based on IAIs current ARGUS. ARGUS-HS will have 1-3 years run time on a single D-cell battery, and provide robust, cost-effective perimeter security under (Non) Line of Sight conditions at both Northern and Southern borders.

Secure Decisions is developing a software assurance risk management technology called "Code Ray" to: (1) Improve the speed, accuracy and confidence in detection of vulnerabilities by cross-mapping and normalizing the output of hybrid application security testing (HAST) techniques -- dynamic analysis, dynamic tracing, static analysis and contextual analysis. (2) Enhance prioritization and mitigation of vulnerabilities by providing both the run-time context for those vulnerabilities and their mapping to industry and regulatory security standards. (3) Improve the rapid comprehension and assessment of risks associated with vulnerabilities by delivering results in a risk management framework with risk metrics, dashboard, visual analytics, and reporting. (4) Support the education of programmers and security analysts in HAST. We start Phase II with a working TRL4 prototype completed at the end of Phase I. We will iteratively develop and deliver three progressively more-mature versions of Code Ray to the Software Assurance Marketplace (SWAMP), reaching TRL8 by Month 24. We will incrementally add functionality from each of the iterations to the existing Code Dx product, and integrate HAST capabilities in a Security Information Event Management (SIEM). We will also deliver an educational version of Code Ray to assist in teaching secure coding practices. During the proposed 18-month Phase II Option, commencing in Month 25, we will subject Code Ray to full-scale operational use in the SWAMP and in several DHS operational deployments. We will use feedback from the SWAMP users, educators, and operational sites to reach TRL9 within the Phase II Option period.

Develop a system that can reliably and efficiently correlate and merge the results of open-source and commercial automated static and dynamic security scanning technologies, using common data structure standards for both automated static and dynamic security scanning results; building methods of matching the results of automated static and dynamic tools. The goal of Phase II will be to deliver a fully functional product that can correlate and merge the results of four (4) open-source and commercial automated static and four (4) dynamic security scans of web applications. Commercialization plans involve integrating Hybrid Analysis Mapping with Denim Group's existing ThreadFix product: a software vulnerability aggregation and management system that helps organizations aggregate vulnerability data, generate virtual patches, and integrate with software defect tracking systems. It is currently commercialized using a common and tested "open source" business model where the base technology is made available for free under an open source software license. This will increase the adoption of the technology by allowing any organization access to the software without requiring licensing fees. However, organizations that require commercial support for their customized use of the technology can purchase support contracts. In addition, organizations that wish to customize or extend the functionality of the technology will be required to pay for access to these services. Phase 2 plans include making the technology available under a cloud "software as a service" (SaaS) model removing the requirements of configuring, installing and maintaining their own systems.

The personal protective equipment (PPE) worn by firefighters protects them against burns and hazardous environments. This equipment works so well that they may not notice that their environment has become so hot that is no longer safe. Although current thermal sensor technologies (generally built in to Personal Alert Safety System (PASS) units) can trigger an alarm when the temperature is too high, no commercial device can respond fast enough to ensure that the firefighter is not exposed to temperatures that exceed the capabilities of their PPE. TDA Research, Inc. (TDA) has developed a thermal sensing and warning Burn Saver Device that can respond to changes in radiative heat flux in less than 10 seconds and changes in the air temperature is less than one minute. The device provides both visual and audible alarms along with wireless notification to the fire incident commanders. In collaboration with our industrial firefighter equipment manufacturer, we will further refine the design of our Burn Saver Device, fabricating and testing prototypes in Phase II. Testing will be done both in the laboratory and in full-scale, instrumented compartment fires. The current technology readiness level at the end of Phase I is TRL 4; we anticipate TRL 6 and the end of Year 1, TRL 7 and the end of the Phase II project, and we will be ready to submit the data needed for TRL 8 (NFPA) certification at the end of the Phase II Option.

Our Phase II effort in response to DHS SBIR Topic H-SB013.1-004 we propose to investigate the development of a next-generation, ground- and air-based, tiered, inexpensive, low-power, high-performance GPS emitter detection and localization system. The system will provide high-accuracy (high-sensitivity), real-time or near-real-time estimates of position, velocity, transmit frequency, and transmit power level of multiple, moving, low-power (10 mW) emitters in the GPS L bands (L1, L2, and L5). It will work in conjunction with deployed GPS equipment and possibly Govt-issue smartphones to provide additional measurements of GPS emitters.. The system will quickly and accurately detect and localize GPS threats to critical infrastructure, including jamming, spoofing, advanced adaptive and cognitive threats, and natural threats such as solar radio bursts and scintillations. The tiered system consists of ground- and air-based sensor nodes, deployed GPS equipment, smartphones, and a centralized processing capability. The new sensors will use TDOA/FDOA and angle-of-arrival technology to precisely localize GPS jammers and spoofers, including less precise but higher density smartphone data. The specific product to be developed is a GPS emitter detection and localization system that can be deployed locally or over a region. The product will be available to DHS, FAA, FCC and many DoD and IC agencies. Commercial value is in transitioning the technology into the GPS test and simulation markets. A smartphone- and web-based service will report GPS outages and events. Today, the TRL is 3 and we expect it to be TRL 5 or 6 by the end of the Phase-II contract.

The proposed SkySight Technologies Quick Release Connector will independently detect an unexpected mechanical load on the power distribution line. The compact and lightweight SkySight Quick Release Connector uses existing methods and hardware to integrate into the infrastructure, and no special tools or skills are required. While the connector can be latched by hand without any special tools, it cannot be released until the auto-sensing release is triggered or the lineman releases it. When the line tension reaches the predetermined level, the line will be released and can fall to the ground. After release, the SkySight Quick Release Connector body remains attached to the utility pole and the line can be easily reached for line reattachment. Constructed from materials able to withstand harsh environmental conditions, the SkySight Quick Release Connector provides decades of operational life. The Phase II effort begins at a Technology Readiness Level (TRL) 4. A TRL 7 is expected at completion of Phase II. The Phase II effort will focus on refining the concept and constructing pre-production prototypes for field demonstration and testing. Additional commercial applications include telecommunications cables on the same poles as power lines.
